3.6 本次招标不接受代理商投标。

3.7 本次招标不接受联合体投标。

4. 招标文件的获取

4.1 有兴趣的潜在投标人可于2019年7月5日起至2019年7月12日17:00，登录中化商务电子招投标平台（e.sinochemitc.com）通过网上支付方式购买招标文件。潜在投标人需先进行网上注册（免费）。支付成功后，可下载招标文件及增值税电子普通发票。本招标文件售价为1000元人民币/包件或150美元/包件，售后不退。

3. Qualification requirements for the bidder

3.1 The bidder must come from the PRC or be equipment manufacturer from country or region having regular trade relations with the PRC.

3.2 The bidder must provide photocopy of business license (business registration certificate) or business permit.

3.3 The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank that opened the basic account within 3 months before the bid opening date.

3.4 The bidder shall have the sales performance of similar products with a sales volume of more than 2 sets (included) under the same or similar working conditions from 2009 to now.

3.5 Before the deadline for submission of bids, the bidder must be not listed as dishonest executor by the people’s court(s) or in the “blacklist” of work safety demerits by the Ministry of Emergency Management of the People’s Republic of China (including original State Administration of Work Safety).

3.6 The agent’s bid will not be accepted in this bidding.

3.7 Joint bid will not be accepted in this bidding.

4. Acquisition of bidding document

4.1 Interested bidders may, from July 5, 2019 to 5:00pm, July 12, 2019, log on to the website of online bidding platform of Sinochem Commerce http://e.sinochemitc.com/, and enter the online sales system of bidding documents.The interested bidders shall first execute online registration free of charge. After successful payment, they can download the bidding documents and the ordinary electronic invoice inclusive of value-added tax. Price of the bidding document: Each set is RMB1,000 or USD150. Documents are not refundable after sale.

4.3 Bidders who have not registered for the bidding documents in the Tendering Agent, its bid shall be rejected.
