3、投标人资格要求
投标人应具备的资格或业绩：投标人应具备的资格或业绩：联合体投标：本次招标不接受联合体投标。 投标人必须是制造商或制造商或 针对本项目授权的代理商。投标人如为代理商，则必须提供其制造商针对本项目的正式授权函、原厂服务承诺函，否则其投标将被否决。 如 果投标人提供货物的产地为中华人民共和国关境外，一旦中标，投标人必须是与招标人签订本项目外贸合同的签约方。如投标人不具备与招 标签订外贸合同的能力，其投标将被否决。 如果境外投标人所投货物包含境内部分，则投标人须具备人民币结算能力，否则其投标将被否 决。 1）关境内投标人须提供以下资质证书的复印件： ①有效的加载社会统一信用代码证的营业执照复印件； ②提供制造商的有效期内的IS O9001或AS9100质量管理体系认证证书或其他同等质量体系认证证书复印件； 2）关境外投标人须提供以下资质证书的复印件： ①有效的 企业登记证明材料； ②提供制造商的有效期内的ISO9001或AS9100质量管理体系认证证书或其他同等质量体系认证证书复印件。 业绩要 求： 所投品牌制造商应具有制造同类设备3年以上（2015年-至今）经验，并出具承诺函。 近4年（2014年-至今），投标人应提供投标人制 造和/或销售本招标要求的同类设备的不少于3份业绩并提供业绩清单（清单需包含销售时间、用户、设备型号、设备数量），需同时提供业 绩清单和对应的证明材料（销售合同或销售订单复印件），否则视为无效材料。 近4年（2014年-至今），投标人应提供制造商制造和/或销 售本招标要求的同类设备的不少于3000万美元的业绩并提供业绩清单（清单需包含销售时间、用户、设备型号、设备数量、合同金额），需 同时提供业绩清单和对应的证明材料（销售合同或销售订单复印件），否则视为无效材料。 银行资信证明： 1）境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件； 2）境外投标人应当提供在开标日前3个月内由其开户银行开具 的银行资信证明的原件或复印件。

3.Qualification Requirements For Bidder
Qualifications or Performance：Qualifications or Performance：The Joint Venture: will not be accepted. The bidder must be manufactu rer or agency for this project authorized by the manufacturer , the formal letter of authorization and after-sale service warranty from the orig inal manufacturer must be provided if the agency acting as the bidder, otherwise the bidding will be rejected If the products provided by the bidder are from the outside of People’s Republic of China, then the bidder must be the future contracting party with the tenderee if winning the bidding. The bidding will be rejected if the bidder fail to have to qualification to sign a foreign trade contract. The overseas bidder must have qualification for RMB settlement if parts of the products are from domestic market, otherwise the bidding will be rejected. 1）The bidd er within customs area should provide the copy of following qualification certificates ① copy of business license with effective Social unified
